Your hairs grow from follicles - and hair just grows and grows ad infinitum. However, you have to look more to outside influences e.g. it is your clothes/skin rubbing that erodes away your hairs. Ever had a plaster cast on for a few months? You would find that your hairs will grow long and thick and uninterrupted (yuck). So hairs never know when to stop - they just keep growing. It is outside influences that determine hair length.
