What does compared to a product mean?

When stuff says on the bottom that says Compare to ______. What does that mean? Like store brand stuff. Like some mouthwash says compare to scope or cleaner is compare to neutogena blackhead scrub?

Because 100% of the time it is cheaper than what it is being compared to. So they want the buyer to be aware of the fact that the two products do indeed compare to each other and hopefully the buyer will get their product instead of the more recognized, and more expensive, product. It means "this product is intended to be similar to _______."

If they actually said that straight out, then the Scope people or whoever could sue for trademark infringement. So they have to just say "Compare to Scope" and hope that the purchaser sees the similarities or understands what is implied.

It means that the active ingredients are the same between the store brand and name brand product. However, the inactive ingredients (colors, fillers.) may be different.
