It can if you aren't good about brushing. You have to be sure to get in between the brackets and around them. A child's toothbrush can help. You can also try using an over the counter fluoride rinse to help keep your teeth strong (helps them avoid staining) while you have the braces on.

Had braces myself.
When you have braces, if you brush your teeth faithfully 2 or 3 times a day you wont get stains. I had braces and when I had them taken off I was unable to tell where the brackets had been. There was no stain of any sort. While you have braces, you may not want to use extra whitening toothpaste or any other method of whitening your teeth. Because part of the tooth is blocked by the bracket it would leave that part looking stained even thought it wasnt.
