Perfume oil: glycerin (found at drug stores or natural stores) and essential oil of your choice. Add a few drops or so until desired scent is accomplished. This will be heavier than a regular oil,but effective. I'm thinking, now don't quote me on this, but to make rose water, all you need is rose essential oil and water, mix, and put in a small mist bottle.
