The state will want you to collect child support from the parents if at all possible. If the parents are not living, they can get SS suvivor's benefits, but if the parents are alive and well, the government is not going to support the children instead of the parents.
And these people are correct, you may be able to apply for certain government benefits, but you will still have to give info on the parents, and the state will push for child support first.
I don't know why the parent's aren't paying support. If it is something you are trying to protect them from, you may want to leave the issue alone. Again, the government is not going to let them off the hook and pick up the tab. They are going to work to make the parents pay their share.
