You should ice them. Yeah and you should also do toe raisers. The cause may be runnning too much, you may need to change your shoes or rest your legs a little. It may also be because of your running form. If you heel strike you are more likely to develope shin splints. The pain? Rest up. Personally i think that you can run through them. They usually eventually go away. Oh yeah try to not run on hard surfaces like concrete. Run on grass or dirt roads. These surfaces absorb more shock.

Drink more water before and after excercising, and ice them after you work out. Also eat more potassium. That sometimes helps.
Exercise, stand with toes on a curb, and heels hanging off, do toe raisers.
