Why is my face so red?

My face is very sensitive and I have acne too but my face is so red. can anyone recommed something to get my skin bk the way it once was please, my face dosnt match my neck and it gets me low alot of foundations I tried dosn't seem to work, cause face so red I got to cake it on and it's so obious I have foundation on and it looks horrible someone please help.
