Two answers, and they depend on the question because I'm unsure what you mean exactly.
1) Yes. The child can have Irritable Bowel Syndrome (IBS) or Coeliac disease or any number of other conditions so talk to your doctor.
2) Depending on your child's age, the brain hasn't made the connection between toilet and what you're supposed to do there. That's why you can't teach very young children to use the toilet, because the brain hasn't been developing these neural (nerve) pathways. Wait til your child is a bit older before teaching him toilet skills.
