You need to get to a hospital and get a tetanus shot right away because you could get rabies.
Kill the rat. Call animal control to verify if the rat has rabies or not. Go to the doctor and have the bite treated. If the rat had rabies, or some other filthy disease -- rats are rife with human-life-threatening diseases -- the doc will have to innoculate you against rabies.

Try and capture the rat. This is to check for rabies. Get a tentanus shot. Heal.
Pet rat or wild? If it's been raised in captivity, you're probably fine. However, if it's a wild rat, absolutely get a Tetnus shot.
Call the ER and ask. They will likely to tell you to get the shot either way, but if your shots are up to date and the rat is a captive rat, and your toe is not red, swollen, etc, you'll probably be fine.
