the reason this happens is because of all of the dribbling they do, it has an affect on the urine as it becomes more acidic due to loss of water from the mouth, to try and prevent this monitor their water intake and use a good barrier cream.

That has nothing to do with Teething itself, its just that it is the same time the body start to change, and that in turn make the skin more vulnerable, especially around the sensitive parts of the body.
Maybe because you don't put enough powder on their bottom.

After haveing four children and going through the teething stage with all of them..babies tend to get nappy rash when there teething as there urine tends to get stronger plenty of boiled water will help.change there nappies more often and some good nappy rash cream can help. if you can leave there nappies off for as long as you can so the air can get to the infected area, that really helps
