Purell Instant Hand Sanitizer claims it kills 99.9% of germs/bacteria... why isn't this 100% of germs?

A lot of other things claim this too, such as Lysol. Why so close to 100%, but not quite?

Because if they say its 100% effective of killing germs, and you get sick, thats a law suit waiting to happen, nothing is ever 100%.

Because as we keep using the instant hand sanitizer we are making the bacteria immune to it.
Also, there are encapsulated bacteria that need a great flash of heat to kill them, or very powerful chemicals.
I think that is because nothing kills everything. Purell is alchohol based. Nothing can develop resistance to it.

they are afraid someone will sue them...people are stupid sometimes
Because if they say 100%, and someone proves them wrong, they can get sued for false advertising. That's as close as they can say to 100%.

ied, and if they claimed to kill 100% of them, and then somone got an infection they would be in big trouble
Because if they said it killed 100% , then someone would sue them claiming that they got an infection of somekind. Basically, the company knows no product is completely foolproof, so they're just covering their asses. Thats all.

*I think* because the rest are bacterial spores- dormant cells in a protective shell that are hard to kill, but can become active again when conditions are right.
