Answers:
I get that during certian times of the year. I've been told that it's from seasonal allergies.

You probly wash your hands a lot. So the pealing is probly from lack of moisture. You should start using a healing lotion for very dry skin.
i sometimes get it in the summer ive heard it may be a form of eczema try using eucerin dry skin therapy you can get it at walmart or any drug store for 4 bucks
Have you tried putting some hand lotion on it? It could just be dry skin, which many people get, some worse than others. If it seems like just dry skin but it persists and/or gets worse, you should see your doctor or a dermatologist to make sure it isn't something serious.
Spots of dry skin can also be caused by using your hands a lot. If you work frequently with your hands, even if it's just flipping through papers, they can dry out. A good lotion should help if this is the problem.
If the spots are like little bumps, they could be small warts. Warts are harmless, just irritating. They can be treated with over-the-counter products with a high concentration of salicylic acid in them, freezing, or even just putting duct tape over them until they go away (so they don't spread). The warts you can get on your fingers are a different virus than the one that causes genital warts, so you don't have to worry about getting the STD from your fingers. If they seem to be warts and won't go away, see your doctor or a dermatologist for stronger treatments.
Possibly contact dermatitis.
This could be any number of things. It could just be a localized patch of dry skin that you're going through, or it could actually be a small wart (where the bulk of the wart is under the skin) and the peeling skin is just the dry, dead covering coming off. It could also be a small patch of eczema so you may want to have the doctor look at it just in case.
If it's not itchy or bothering you I wouldn't be in a big hurry to get to the doctor's ... just mention it next time you go.
It could be a mild form of psoriasis.
