My suggestion would be to wash the skin on your head with a gentle cleanser. Doesn't have to be anything special - something gentle and perfume free - not a scrub. Then wipe your head with a toner on cotton wool (witch hazel is cheap and perfectly good - and not too girly). Finally use a moisturizer to leave your skin soft (and prevent any dry cells from further blocking your pores) - again something simple, perfume-free and non-comogenic is best.
In the future, when you shave your head, follow the simple guidelines in this article (http://www.acnetreatmentdata.com/shaving-with-acne.html) and it should prevent the skin growing over the hair and causing those zits and bumps. What has happened is the razor has cut the hair off at or below the surface of the skin and the skin has grown over the hair follicle to try and heal the skin. The hair and bacteria are now trapped under the skin, causing zits.

Zits on your scalp? That sounds really weird. As a female, and therefore a frequent shaver of legs, I'd say you're talking about the bumps from ingrown hairs. If so, it helps to shave WITH the grain of your hair, rather than against it, to get out the ingrown hairs. I know it sucks to shave your head again, but that may be the best course of action. Keep it shaved for a while, shaving WITH the grain of the hair (in the direction the hair goes), and the bumps from ingrown hairs should go away.
Usually facewash and after use asprigent(mite of spelled rong) I got my face almost cleared in like 3 days(no kiding)
