if i am understanding you right you mean that now after four years time has passed since the plate was put in you have started to have pain there.
if that is the case then normal not really but not uncommon when pins plates and things are used after a time they can become troublesome but not always . you should see your doctor and explain what is going on . a check of the xrays taken after the plate was put in will be compared to an xray taken now
that is to see if there has been movement or calcium build up.
there are times when surgical pins and so on need to be removed . most often they are put in to help re join a fracture and once the fracture has healed the pins are not needed but are left in because there is often no reason to remove them

depends i have metal hardware in my arm and the cold realy makes it hurt but if you cant stand the pain go see your orthopedic
