You can always fill out a report with APS (Adult Protective Services). I think most, if not all states have it. You don't have to provide proof or give your name. You can call and or submit a report and an agent will be sent to verify the facts. In most counties in California, there is a "County Ombudsman". This person handles complaints about Nursing Homes. If you know they are being abused, you have evidence, call the police.
