It could be an allergy to a watch strap/bracelet.
If this is likely, then stop wearing the offending article, and apply some hydrocortisone cream to the area.you should be able to buy this at your local drugstore/pharmacy.

Allergic reaction to a bracelet, possibly made of nickel? either that or a watch. when something is worn tightly to the skin there is no air flow, and with sweat and that combined it can create a rash or some kind of irritated skin.
If it is very concerning and does not go away you should see a dermatologist.
