I'd say because the hands and feet are helping to create the body heat, it is released first at a place where there is no activity(calories being burned).
Also, there is less tissue (muscle) to contain the heat.

It's different for everyone. Some people sweat on their heads first (like me) or some people sweat other places more than others. Maybe for you, you have the highest concentration of sweat glands in that area.
