Most people use these terms the same. Plastic surgery is the broad term. Under plastic surgery there are two "branches"...cosmetic and reconstructive.
Cosmetic surgery is where you take a body part that is considered to in normal range for that body part and "improve" it (like breast implants or liposuction for bulging thighs).
Reconstructive surgery is where a body part that is damaged or malformed is corrected to look more normal (like cleft palates in children or accident or burn victims).

I don't think there is a difference. I think the categories are "reconstructive" and "cosmetic" surgery. Cosmetic is something you just want to look different/better.

Cosmetic Surgery can involve many differnet procedures. Liposuction, Face Lifts, Brow Lifts, tummy tucks, and Breast Implants are all considered Cosmetic, because they make you look different.
