No... there is no mechanism for that to happen. It's an open cavity, and the septum (generally) bisects it. so any vacuum created by the lungs will cause air to flow in eaqually through the nostrils. Unless you're sick, and have something blocking one of the nostrils, this will happen.

I just did a little experiment here....
held a finger underneath both nostrils and breathed in and then out...
I used both nostrils to breathe so I guess the answer to your question is... no it's not true!
Maybe if you have allergies and the congestion moves from either side of your nasal passage ways to the other opposite side throughout your day..
