Was the irrigation unsucessful? As in the solution used never passed through? They can get blocked pretty severly by an infection - if the solution could not unblock it they can put an antibiotic in the solution to try to help clear up the infection - it that's the problem.
As said earlier - go get another opinion. Tell the doctor about your past experiences and your concerns with surgery. Good luck!

If it ain't broke don't fix it.
My son had that happen when he was an infant and it just needed a gentle rubbing each day with a clean cotton ball. massaging towrd the nose from the cheek. After about two weeks he was back to normal.
My friend's daughter also had a clogged tear duct for almost a year and it eventually cleared up on it own.
I say, look into this more and get a second doctor's opinion on what may be the cause. Definately don't go for surgery as I doubt it is serious enough to require cutting into your face. *shudder*
