If it's caused by fatigue, getting some sleep will help. You can reduce the puffiness by applying something cold to your eye -- cold packs, the traditional slices of cold cucumber, cotton balls dipped in cold water or milk, etc. Dark circles under your eyes can be caused by everything from fatigue to exposure to sun to hereditary factors. There really isn't a way to get rid of them, except to stop doing whatever it is that is causing them (unless they are heriditary, in which case you're out of luck). Moisturizing the skin in that area with an eye cream can help lessen the dark effect over time. And you can also use concealer makeup to cover them over so they are less visible.
Note: some people say you can use hemmorhoid cream to reduce the puffiness, but it's actually quite dangerous to get that stuff around your eyes, and it isn't effective as a simple cold pack either.

cu cambers i hear hemhorroid cream works well. It stings for a minute, but the bags are gone. Leave it on overnight, just dont get it in your eyes.
Use wet tea bags. Works like a charm!
