Well, it is commonly believed that people dream during the REM stage of sleep because that's the deepest part of one's sleep. Scientific studies have discovered that an increase in brain activity occurs during this stage, so they concluded that this must mean the person is dreaming. However, I don't think that's the only stage where a person dreams.
