Anyone know of an insuruance company or program in OR that will help with a lumbar lam and fusion?

i have a friend who makes $12.00 an hour at a job in oregon, is 51 years old, out of prison for only one year, and has a very difficult lumbar spine,. he was told about 6 months ago he needed to have a :"fusion". he has no insurance through the company he works for, but his symptoms are getting more and more difficult to live with, he has just signed up for aarp, any one with some good ideas about how he might go about getting the surgery he needs to correct this problem, before it cripples him permanently, any programs out there?

I am not sure about the insurance you can get through AARP. however, he will not get most regular insurances because of a preexisting condition. His best bet is to go to an insurance broker. They are free and make their money when they sell the policy and see what the broker can come up with.
