Yes to both. H2O2 is the chemical formula and light can case the chemical which is reactive to break down into H2O and O2, water and oxygen. The process is not that fast, but since people's medicine cabinets do not get a lot of use in many cases, they sell it in the darkened bottles to limit the degradation. Give it enough time (years) and it will break down even in those bottles. Hmmm, good science fair experiment actually.
