It depends if that person is old enough and he cannot see, hear and make fast movements, while driving! Then he/she would become dangerous for the other people around! It doesn't matter the age, even a very young person cannot drive if he/she has problems that I mentioned above! When it becomes perfectly clear that they are not perfectly clear

When he/she is drinked or is angry.

When they are incapable of driving safely. There is no set age, nor should there be because everyone is different, but if a person is unsafe on the roads, then it's time to stop.
