That's a difficult question, could be a muscle spasming, problems with the disks in your neck, osteoarthritis. Its best to see your doctor and let him or her diagnose the problem so you get the appropriate treatment. In the mean time try Aleve, moist heat 2 to 3 times a day. There is also a product called BioFreeze, its a cream applied to the area, its somewhat expensive but works really well for muscle pain. Hope this helps.
How much time do you spend sitting at a desk or computer? That could likely be the cause of your pain. Try taking frequent breaks to stretch. Try hanging your arms at your sides while you sit in a chair, and pushing your shoulders downward while stretching your neck upward, and rolling your head.
