You can. Remember that it's the cell body that can't grow back, but cellular extensions (like the axon that runs from the nerve cell body to the muscles and sensation receptors) can and do grow back.

It may take a while for the nerves in question to find their homes, and you may never fully recover. But there's no reason that at least some function can't be recovered if the cuts were clean and the reattachment went well.

Don't expect the best, be prepared for the wost - but it may/should go pretty well in the end.
