I saw a special on PBS a few years ago and they said it had something to do with the way your brain and ears hear/don't hear your voice the right way. They used a device that looked like a hearing aid, but wasn't, which amplified (and I think subtly changed) the sound of the persons voice and he stopped stuttering and stammering.
