yes; they use the drops to dilate (open) the pupils so that they can look into the eye and examine a larger area of the retina.
They dilate your eyes for certain tests, possibly to check for glaucoma. It's good to be checked for it.

they wanted to look at your retinas. they can't see them very well unless they dilate your pupils to make a bigger hole to look through. not every doctor does this every time, but it is a good idea to have it done once in a while.
