It depends on the surgery - I had the flu once and had to get my wisdom teeth pulled - as it was a minor sort of surgery they used a twilight anaesthetic so a very light one - however I have also had my thyroid out - I had that surgery cancelled 4 times due to a cough or a slight cold or something minor as with that surgery you apparently have to be at your best possible health as its a major surgery. So the answer would be yes if its a minor sort of surgery and no if its a major surgery.
