Some discomfort in a cast is to be expect but something persistant like this needs to be checked by a doctor. All sorts of things can go on under a cast. The padding can buckle and rub against an area or a bit of plaster or other foreign material can be causing an irritation.
This can just be annoying or it can lead to a very dangerous infection. This could even be pain from the Achilles tendon that attaches to the heel area. That also might need treatment.
Be safe and have it checked. It's important enough that they will sometimes change out the cast to be safe or occasionally cut a window in it. Usually there's not much pain after two weeks with a hairline fracture if you stay off of it, so it's better to be overcautious than to ignore it.
If the cast is too tight , it needs to be released a little.
It could be the achillis tendon rubbing against the cast
