if a cut don't scab can it heal and how long does it take?

Question: i have a a cut on my face, it didnt scab and it its red.. its now a month and it han't even heal to nomal skin color. i am dark skin and its very embarrsing . i see that slowly some dark pigment is filling in. is it healing nor do i need plastic surgery(lol)
