Can I permanently clear my sinuses?

I don't want to sound gross or anything, but I'm stuffed up pretty much all year round and I have to blow my nose at least 25 times per day. It's like this no matter what time of year or what part of the country (America) I'm in. OTC medicines don't really work. Is there a surgery or anything else that could help this?
