Unfortunately they do. This is where the government decides it wants to change some aspect of the health service lets say cancer care or cardiac care. Then they do the following things,
1. Appoint a healthcare Tsar- This is where they take a high powered Doctor and pay him to stop being a Doctor and instead sit in an office with his feet up on the desk smoking taxpayers money.
2. Decide on various policy statements- These generally follow the pattern of becoming increasingly bizarre as they go along and on the face of it seem like a good idea. (e.g 50% more radiation for cancer patients)
3. Under no circumstances consult with the healthcare staff that are going to be affected by your bizarre decisions.
4. Blame those same staff when it all goes down the toilet
This is how healthcare initiatives work
It is the Government trying to prove that it has some 'initiative' about whatever subject it wants to pretend to be actively improving.... I think it has something to do with the power of suggestion!!!! It's a term the Spin Doctors came up with that sounds good, positive, but if it doesn't work... is excused as just an idea!
