what is the threat to stop medicare benefits -in daily okla. times??

Thanks for the reference to the Daily Oklahoman. The article I found for October 3, 2006 indicated that many Oklahoma hospitals were delaying their payroll because the federal government was delaying the hospitals' reimbursement for Medicare. The delay was attributed to the Deficit Reduction Act.
Unfortunately, the national media does not make arcane and "boring" laws like the federal Deficit Reduction Act headline news. One consequence of this is that few Americans probably knew that the Deficit Reduction Act was passed and even fewer knew what is in this legislation. It appears that leaders and employees in these Oklahoma hospitals now are now certainly well informed now!
The price of being a good citizen is paying attention!
Again, thanks for posting this question! Best wishes!
