I would suggets after because mouthwash helps to clean the leftover food particles that brushing leaves behind. It's like having extra insurance against plaque and other problems. Use it twice a day. Morning and night. It really does make a difference.
after brushing
I use it before brushing and after flossing to ged rid of whatever is just sitting there. Why push the rubbish into the gaps between your teeth more
Never.... I said Never use mouth wash of any kind... mouth wash kills all bacteria... both good and bad.. that's why many people brush their tongue to get the coating off. Nature takes care of that.. just go a couple of weeks without using mouth wash and see your mouth and tongue start to get nice and pink again....

the............ "O" Wise One............... knows about these things
According to the Listerine website, you should be using a mouthwash after brushing and flossing.

Using before will help loosen the plague and everything before you brush. Or you could also do it after you brush to ensure clean, fresh breath.
