Can people be refused medical care because they do not have a lawyer?

Question:
My parents were involved in a car accident recently and reffered to a doctor's office for additional medical care by the hospital. They refused to see them because they have not filed a car insurance lawsuit yet. Can this happen? - "They received only 5 stiches at the hospital after the accident and they have health insurance."

Answers:
You can be refused health care if you don't have insurance and you have a non-life threatening injury. However, if you have insurance, there should be no way you can be refused health care. Sounds fishy to me.
The only thing that I can assume is that your parents did not want to use their insurance and want this to be taken care of by a third-party (the person that hit them). They have to pay for it out of pocket and when (or IF) they get a settlement from the other driver, then they can be reimbursed.
