I guess both components are important; the reasons are that there are safety practitioners and non-safety practitioners.

For safety practitioners, they have to ensure people carrying the works in a safe and complying to relevant standards and legislation. Thus, work procedures, required personal protection, identifying associated hazards and assessing risks, etc., requiring experience. Hence, 60% on experience and 40% on personality.

As for non-safety practitioners, I felt that personal factor is more important than safety experience; a safety caution mind tends to think through the consequence before action. He/She may not know the details of legislation or standard which guiding the task but in the process of thinking before action, he/she has actually conduct a risk assessment. Therefore, 70% on personalty and 30% on experience.
