Question:

The skin is growing back.
Other Answers:
they are itching because the skin is trying to heal itself.
The itch is the healing process taking place
First degree burns only affect the very top layer of skin - where all the nerve endings are. If you have a deeper burn, you actually burn away the nerve endings, hence a third degree burn has minimal pain.
While the burn is healing, the itching will occur. The nerve endings are starting to grow back, but are also irritated.
