If you use soap and water, it is actually the physical action of soaping, rubbing and rinsing that gets your hands clean, not necessarily the heat of the water. Boiling water sterilizes things - but it will also burn the stink out of your hands.
Different clinical studies have shown that washing hands in any temperature of water is more effective at cleaning hands than hand sanitizer. Using hand sanitizer after washing your hands with soap and water is not necessary; the only reasonable use for "hand" sanitizer would be de-germing surfaces, like telephones, doorknobs and other smooth objects. Alcohol-based hand sanitizers are not that effective in sterilizing skin.
