If you contact your local council, they should be able to give you all of the relevant information. Although as far as I know, the shelter has to be at least 30ft away from the building it is providing for and can only have 2 side panels and a roof. I hope this helps.

Good idea, I have frozen outside work knee deep in snow to have a smoke. I am a fool but should be allowed to damage my own health. I don't criticise people who run two petrol guzzxling cars now do I?
