The difference is that moist heat does not dehydrate the tissue.
For example: a conventional electric heating pad heats your tissues by creating an intense heat though electrical wires, which over time will dehydrate your tissues.
Using a moist hot compress can be more effective to relax tired/stiff muscle tissue, without drying you out, because water can absorb and communicate large quantities of heat (physics - property of specific heat).
Also, your body needs the hydration to maintain healthy tissue. Always drink plenty of water regardless of the type of heat you use to keep you properly hydrated. And if there's any inflamation, I suggest not using heat at all, as this can further inflame the tissue. use ice.
