Okay, I have two answers to this question. If you have some household ammonia handy, just put a little bit on it, and another solution which I use is to rub some soap on where it itches. Although these are not very scientific, some times they work, try them.
I didn't know there was such a thing as a biting gnat. Most gnats are too small to bite through the skin. Are you sure it isn't a midge or mosquito bite? They are in the same family as gnats.

Try some Calamine Lotion or Hydrocortizol Cream.
