Act first ask question after wards, once helped a Tramp (hobo) in the West End of London who was incoherent and fell In to the road. No CPR was needed only humane reaction to get him away from danger. Others walk by showing no interest, the man was barefoot and clothes in rags except for a Paras Red Beret in his inside pocket.
Turns out he was an Ex Paratrooper Veteran from the Falklands war, forgotten by his country he served, walking the Streets in a form of Post-traumatic stress. interestingly one of the Police officers who arrived was also a Vet and contacted the Regiment who took over care of the Man.
Do not judge the hobos or tramps, as they all have histories, do not let them fall out of the system.

if you are talking about first aid then you would know that studies now show that good chest compressions during cpr are good enough to circulate oxygen and mouth to mouth would not be required. do some good cpr and call 911 and get an ambulance there.
Nope, now you have rescue masks that they give to you after you become certified in CPR, but if you didn't have that you may have no choice but to use mouth to mouth. If it's in your standard of care, even if it is a hobo, you have to do what you have to do.

What the difference, anyone could have a disease or illness you don't know. Why are you singling out Hobos? If you are trained well you should know that you should always use a Barrier. And to answer your Question, Yes!
If he merely collapses he will not need mouth to mouth ,unless he stops breathing . If you are trained in life-saving , hopefully you might have a device to keep contagious disease from making contact with you .

yes you do, simply pop a finger sized hole through a plastic bag (not very difficult to obtain) place it over his mouth and use it as a barrier between your mouth and his.

Carry a pocket mask and use that! You can also get 'shields' but hard to use. Better still, if you are allowed to, learn to use a Bag Value Mask (BVM) and use that.

If the hobo does need rescue breathing I would never give mouth to mouth to anyone (with a few exceptions). That is the reason I carry a face shield with me everywhere I go. The answer is to call 911. The collapse could be caused by hundreds of different problems. He may not even need rescue breathing or CPR, he may have just fainted, or be drunk.
