If I boil my NY tap water before drinking, is a water filter redundant (if no specific water quality problems)

Depends. Why can't you use one of those filters that install on your tap? Save a lot of trouble.
if you have an issue with the quality of the h2o get you a britta water filter.
If you don't have any specific water quality concerns, why would you boil it? One thing for sure, city water (everywhere) is not fit for consumption. Sewage and water pipes ran together and the best thing is to have a good water filter. Boiling will not kill all the bacteria. It would be advisable to get an independent person to test the quality of water. One who does not sell filters and does not work for the city.
