Why is is that people who develop a suntan will develop a tan on the inner aspects of their arms as well as the outer but people who merely get freckles only get freckles on the outer aspects of their arms and not the inner aspects?

Because the under arm isn't exposed as frequently, as the outer parts of the body are.
