Hair does grow there, but tiny follicles.
The reason that hair grows under your arms is because of glands and hormones. I doubt that there are any hormones in your knees. And your "kneepits" do sweat, but since when you are physically active, you are usually standing, the sweat doesn't gather there. The skin on skin contact is less in the "kneepit" than the armpit.

When you think about it the knees are more like the elbows than the shoulder. The armpit is the underside of the shoulder, and we could call the crotch the underside of the hip, which is comparable to the armpit. There is plenty of hair in the crotch, but both the underside of the elbows and the knees are hair free.
