I read about that sometimes ago from either Newsweek or Times. Basically it cost less for surgeries and the clinics is up to standard. But it's still a debating issue among US insurance companies. But if you are living in Thailand, this website may help you:

Cant remember it just now, but there is 3-4 different companies who make insurance for foreigners living here. Think one is blue cross - but not sure
Try Bupa, TTT, Allianz they are operating in Thailand.
