If it was just an acromioplasty, most people should be getting back to almost full range of motion around 8 weeks. Have you been seeing anyone for rehabilitation or following any instructions given to you after surgery? You should check up with your surgeon as well as whoever you are seeing for your rehabilitation.

No. Have you been following up with a Physical or Occupational Therapist? If so, have you done the home exercises giving to you by the therapist?
Go see the doctor who did the surgery as soon as possible.
