You are encouraged to drink water while fasting for blood work. Drink it like you normally would. Your body can go several weeks without food but only a few days without water. Depriving yourself of water could result in electrolyte imbalances that could negatively affect your health.
Though I don't know the nature of your blood testing, you are most likely having to fast so that food does not affect the results of your lipid panel. To get an accurate reading on your triglycerides you must not have eaten anything for 14 hours prior to the exam. This maintains that your cholesterol tests are accurate. Water, however, will not affect the test either way.

Yes you absolutely can. All it will do is dilute your blood, which won't change anything. Also, depending on how long you wait before you take your test, your kidney's might have already filtered all the blood and therefore removed all the water you drink. It's not a problem! I ask my doctor before my last bloodwork and he said no food for 10 hours before but that I could drink black coffee or water.
